CEPO: Dialogue Preferred, but Exclusion of SPLM-IO Raises Concerns Mr. Edmund Yakani, Executive Director of the Community Empowerment for Progress Organization (CEPO), has stated that all stakeholders who are signatories to the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) received official letters confirming their participation in the formation of the Elections Matters Dialogue Committee. According to CEPO, all invited parties received identical letters. However, SPLM-IO under the leadership of Dr. Riek Machar was not invited to participate, on the grounds that SPLM-IO under Hon. Stephen Par Kuol was invited instead. Mr. Yakani warned that this approach risks seriously undermining both the spirit and the letter of the R-ARCSS, which recognizes established signatory structures and leadership. Mr. Yakani further welcomed the government’s decision to resort to dialogue as a means of resolving political differences and misunderstandings, noting that dialogue is preferable to the use of military force in addressing political crises.
