It's the PlayStation 2 version of San Francisco Rush 2049, which is the same version as the Nintendo 64 and SEGA Dreamcast releases. Midway was going to create a double pack for Hydro Thunder and San Francisco Rush 2049 under the name "Hydro Rush" for the PS2, but the game was canceled when the project moved to Midway Arcade Treasures 3 which is what you see here. The MAT3 version of Rush 2049 on the PlayStation 2 has some performance issues, primarily with framerate drops and CPU slowdowns in areas on every race course and when you deploy the wings during a jump in a race. The original Xbox version of Rush 2049 in MAT3 does not have these issues. The SEGA Dreamcast and Nintendo 64 versions of Rush 2049 were converted in 2000 by Midway Games West which were founded as Atari Games in 1984 from the arcade division of the original Atari Inc. and acquired by Midway in 1996, it primarily produced arcade games until operations were ceased in 2003. Midway Games West held assets until Midway Games themselves closed in 2010. The assets are now owned by Warner Bros. Games. There are some differences between the arcade and console versions. The number of cars racing at once is reduced from eight to six, some shortcuts are altered, some cars didn't make it to the port (but some are console exclusive), the start/finish line on the Mission course is in a different location than in the arcade original, you get the idea. However the most notable exclusion is the Alcatraz course. I believe The Rock was planned to be in the game but time constraints caused the track to be cut from the final release. The tracks Mission and Presidio were originally console exclusive, however they eventually made it onto the arcade version in the Tournament Edition and Special Edition of San Francisco Rush 2049. One odd thing about MAT3 is that gameplay of the arcade version of Rush 2049 can be seen in trailers for Midway Arcade Treasures 3, but for some reason they used the Dreamcast port instead.
