Disposable vapes can't be reused, recycled or trashed. So what happens to them?

(19 Oct 2023) FOR CLEAN VERSION SEE STORY NUMBER: 4459303 RESTRICTION SUMMARY: ASSOCIATED PRESS New York - 27 September 2023 1. Close, New York Sheriff badge pull to a Sergeant driving HEADLINE: New York Struggles with Vape Waste 2. POV from Sheriff's vehicle as inspectors enter a vape store in New York City 3. "Temporarily closed by the sheriff's office" sign on door of vape shop as inspectors bag illegal products 4. Inspector bagging illegal vape products ANNOTATION: New York officials have confiscated about 450,000 illegal vape devices since last November. Disposing of them has become costly and complicated. 5. SOUNDBITE (English) Anthony Miranda, New York Sheriff: ++SOUNDBITE PARTIALLY COVERED BY VIDEO++ "So the destruction of vapes when it comes to destroying it, we classify it as hazardous material. So an average barrel for us, which takes about 1200 vapes cost us about $1,400 dollars to destroy the product. Disposal is a very particular process because this is hazardous material. So only certain people can handle the material. There are specific instructions for destruction of it. You need certain licenses and approvals. So it's not just this is not something that you dispose of and throw it in the garbage or that you can burn or any of those processes. And that expense is something that the city and anybody, any state right now that is confiscating the vape products is going to be incurring that costs." 6. Inspector marking a bag of 200 vape products 7. Various, inspectors taking vape products off the shelves 8. NYPD officers carrying bags out of a vape store 9. SOUNDBITE (English) Anthony Miranda, New York Sheriff: ++SOUNDBITE PARTIALLY COVERED BY VIDEO++ "The destruction of the batteries in the batch are also different. So they get packaged different. They go to containers that are sealed in in a certain way. Some of the product, the newer products that are coming out with the vapes don't allow you to separation. Right? And so you have a combination of those that you can separate labor intensive and those that you can't separate. We still have a process of disposal as well. It's a controlled industry. So there are particular people who have licenses for destruction. Not everybody has those licenses in place. And we also have an additional process in New York here about inspecting the destruction and verify that the products have been destroyed. So that also eliminates certain companies who would normally be in the business. They don't want you inspecting their destruction process. So that also limits where we can go. I think education is going to be a key component to the enforcement that we do as well, not only to the community, but to the parents and the people. How do you destroy these products? How do you get rid of these products afterwards?" 10. Inspector taking vape products off the shelves 11. Various, inspectors taking vape products off the shelves and bagging them 12. NYPD officers putting bags into a van 13. SOUNDBITE (English) Anthony Miranda, New York Sheriff: ++SOUNDBITE PARTIALLY COVERED BY VIDEO++ 14. Various, inspectors taking vape products off the shelves and bagging them STORYLINE: With the growing popularity of disposable e-cigarettes, communities across the U.S. are confronting a new vaping problem: how to safely get rid of millions of small, battery-powered devices that are considered hazardous waste. For years, the debate surrounding vaping largely centered on its risks for high school and middle school students enticed by flavors like gummy bear, lemonade and watermelon.
