The shooting on December 20 in Tarlac city, north of the capital Manila, was captured on video. Nuezca is an off-duty policeman who was involved in a dispute with the Gregoris, his neighbours, over their use of a home-made “boga” noisemaker. The officer has been charged with double murder over the deaths of the 52-year-old woman and son, age 25. Video of the incident was widely shared online and prompted an outcry with renewed calls for police reform.
