Cannabis and Opioids: What is the Role of Cannabis in the Evolving Opioid Epidemic?

Featuring Rosalie Pacula , Ph.D., Senior Economist, Co-Director Drug Policy Research Center, RAND Corporation and Ziva Cooper, Research Director of UCLA's Cannabis Research Initiative There is a growing evidence base that the adoption of medical cannabis laws is associated with reductions in rates of opioid mortality, hospitalizations related to opioid analgesics, and fills of prescription opioid medications among the publicly and privately insured. There is also strong evidence that the opioid epidemic has transitioned, from misuse of prescription opioids to use of heroin and other illicit opioids. What do these competing trends mean in terms of cannabis’s role in the opioid crisis? This presentation lays out the evidence regarding both of these issues, and discusses what we do and do not really know scientifically about the role of cannabis policy in addressing the opioid crisis.
