Goodwin (Southern District of West Virginia) handcuffed ICE operations by declaring that agents' routine use of unmarked vehicles—as part of masked, anonymous arrests—violates the Fourth Amendment's ban on unreasonable seizures. The case, Urquilla-Ramos v. Trump (No. 2:26-cv-00066), involved 21-year-old Salvadoran national Anderson Jesus Urquilla-Ramos. He entered the U.S. illegally as an unaccompanied minor in 2022, received release into the interior with a pending asylum claim, work permit (EAD), and valid driver's license. On January 7, 2026, while driving in West Virginia, he was pulled over (initially cited for a plastic license-plate cover, with no actual traffic ticket issued). Unmarked vehicles then converged, and masked agents emerged from an unmarked black Ford Explorer (described as lacking even a license plate) to arrest him without warning for civil immigration violations. He was detained at South Central Regional Jail in Charleston. Goodwin granted the man's habeas petition, ordering his immediate release from ICE custody and barring re-arrest absent a "significant change in circumstances" or review by a "neutral and detached decisionmaker." He also tacked on a Fifth Amendment due-process claim, faulting the lack of a bond hearing under 8 U.S.C. § 1226(a). The core Fourth Amendment holding zeroed in on the tactics themselves: masked agents operating from unmarked vehicles without warrants or visible identification. Goodwin ruled this anonymity made the seizure unreasonable under the totality of circumstances, stripping it of accountability and rendering it "indistinguishable from lawbreakers" or "raw force."
