This is a video featuring the Downtown Tunnel and the Berkley Bridge in downtown Portsmouth and Norfolk in Virginia. Coverage for this drive is I-264 and Alternate US 460 between VA 164 (Martin Luther King Jr. Expressway) and US 13 (Military Highway). The Downtown Tunnel is one of four underwater highway tunnels in the Hampton Roads area of Virginia. It originally opened as a 2-lane, tolled single tunnel facility in 1952 known as Norfolk-Portsmouth Bridge-Tunnel. This tunnel serves as the region’s first underwater tunnel crossing since the Hampton Roads Bridge-Tunnel was not yet in existence at the time of its opening. An expansion effort in 1988-91 saw the creation of a second tunnel. Since the facility carries I-264, that makes it one of three interstates in the area that travel underwater (the others being I-64 and I-664). While tolls were removed at one time, they were reinstated in 2014 and driving on this facility does incur a toll charge. The Berkley Bridge is at the eastern end of the Downtown Tunnel facility and also links to I-464 which goes to the Berkley neighborhood of Norfolk. The original bridge was built in 1922 with a tolled replacement completed in 1952; this replacement with the tunnel carried the name Norfolk-Portsmouth Bridge-Tunnel. Tolls have since been removed from the bridge and it remains free to cross. At the time of the expansion of the Downtown Tunnel in 1988-91, the Berkley Bridge was also expanded with a parallel bridge. Included with these expansions was a new interchange of I-464 which meets I-264 and Alternate US 460 between the tunnel and the bridge. VA State Route 337 also joins I-264 and Alternate US 460 to cross the Berkley Bridge. Despite carrying an Interstate designation, there is a pedestrian walkway on the east side of the bridge, but it is separated and fenced away from the main travel lanes. This walkway can be seen in the video from 4:03 to 4:21. This is not the only bridge in the Interstate Highway System to feature a pedestrian walkway: The Fort Duquesne Bridge in Pittsburgh, PA carries I-279 and has a pedestrian walkway.
