Why MONARCHY is the Best Form of Government - Darius the Great

Monarchy is the best form of government; this was the argument of Darius the Great was the second great Persian Empire (after its founder Cyrus the Great). When he and his six fellow usurpers killed the impostor to the throne they held a council to decide what way the empire should be ruled henceforth. Monarchy, oligarchy and democracy were the three choices they debated and it was Darius who made the definitive argument in favour of monarchical rule. It's an interesting argument but is there substance to this argument that monarchy is better than democracy? That monarchy is the best form of government?
