Laura Belin recorded part of the Iowa House Judiciary Committee's meeting on February 19, 2026—the last meeting before an important deadline for policy bills. (Laura missed the first part of the meeting, when several other bills were discussed, because House Speaker Pat Grassley was taking questions from reporters upstairs.) This video shows discussion and approval of the following bills: HF 2555 – A bill regulating the use of automated license plate readers and data retention/dissemination from them HF 668 – A bill "relating to immunity from criminal or civil liability in cases involving the justifiable use of reasonable force" HSB 722 – The Iowa Judicial Branch's proposed reform of the magistrate system HSB 616 – A bill allowing courts to order that defendants pay court costs and other fees, even if the criminal charges against the defendant were dismissed (this bill is a response to a recent Iowa Supreme Court ruling) HSB 738 – A bill allowing county assessors to be removed if they have engaged in unethical or unlawful conduct HF 2413 – A wide-ranging bill that would limit the governor's powers and give the legislature more authority to block executive actions (this is a transparent attempt by Republicans to prepare for a possible Democratic governor after 2026) HF 2144 – A bill to allow victims of human trafficking to expunge certain criminal charges HSB 570 – A bill submitted by the Iowa Attorney General's office, which was styled as a victim protection bill (Democratic State Representative Angel Ramirez outlined many problems with this bill, and Democrats opposed it in committee) HF 853 - A bill stating that Iowa courts should not defer to state agency interpretations of statutes HF 2436 – A bill related to name changes after divorce HSB 631 – A so-called "judicial transparency" bill, which would require publication of certain "judicial officer performance information." Democrats opposed this bill because of the selective nature of data published, which could exert pressure on judges to issue maximum sentences. Republican State Representative Charley Thomson indicated the bill was "not a finished product" and would be further amended. HSB 741 – An act "relating to interviews conducted with a child subsequent to a report of child abuse" HF 2574 – A bill requiring a prison sentence for public employees or officials convicted of misusing at least $10,000 in public funds. Democratic State Representative Elizabeth Wilson proposed this bill, which resembles a proposal from Democratic State Auditor Rob Sand. It's rare for a Republican-controlled committee to advance a Democratic bill.
