Developing a theory of change occurs after an agency or team identifies a problem and before it selects a solution. This series of five videos breaks down the process into five tasks or functions. Before a team can chart their pathway to change, it is important to establish a starting point. Module 1 explores the first task of how to gather information on the problem statement, root cause(s), and target population and provides examples of how to apply strategies.
