On 12/27/2023, at approximately 1:06 AM, I was traveling southbound on US 41 north of Powell Road and observed a black sedan traveling at a high rate of speed and drifting from lane to lane. The vehicle appeared to speed up as I approached it, reaching approximately 115 MPH in a 55 MPH zone. I notified the Tampa Bay Regional Communications Center and identified the vehicle as a 2021 black Nissan Altima bearing FL tag #60BXHX. I activated my emergency lights and sirens to initiate a traffic stop on the vehicle, but the operator failed to comply. The vehicle continued at a high rate of speed, over 120 MPH at times, traveling all over the roadway. I gave chase to the vehicle southbound on US 41, at which point it went southbound in the northbound lanes of US 41 for several miles. Due to the high speeds of the vehicle, I was unable to make contact to initiate a PIT maneuver. Trooper Wakeland and Trooper Wiberly arrived to assist me once the chase entered Pasco County. The vehicle continued to flee southbound in the northbound lanes, almost going head-on with several vehicles that had to swerve out of the way to avoid a serious collision. The vehicle entered the construction area of US 41 and State Road 52 and slowed to approximately 50 MPH. The rear passenger door opened, and a passenger jumped out of the vehicle. That passenger was later identified as Ms. Brianna Elizabeth Canty. Ms. Canty later told Trooper Wakeland that she wanted to exit the vehicle and was being held against her will, along with the other two passengers. I continued to give chase to the vehicle as it recklessly drove all over the roadway and at almost 130 MPH into oncoming traffic. The vehicle attempted to make a turn near Ehren Cutoff Road but failed to do so due to its speed. The vehicle crashed into a gas station sign at the Marathon gas station located at 5736 US-41, Land O' Lakes, FL 34638. The driver crashed at a high rate of speed, seriously injuring his front passenger, Ms. Mallory Joy Walesheck. Ms. Walesheck was transported to an area hospital after sustaining serious injuries. The driver, later identified as Mr. Jaylen Deshawn Waddy by his Florida Driver's License (W300424991450), fled eastbound into the wooded area. I gave chase to Mr. Waddy but fell into a pond and was unable to reach him. Troopers set up a perimeter until K9 arrived. Pasco County Sheriff's Office Deputies, along with their K9, arrived shortly afterward and tracked Mr. Waddy in the swamp area. Hillsborough County Sheriff's Aviation arrived and assisted in the over an hour manhunt. Mr. Waddy was bitten by PCSO K9 Blake for failing to comply with lawful orders. Mr. Waddy was taken into custody and transported to Bayonet Point Hospital. An inventory of Mr. Waddy's vehicle revealed a scale, several bags of a green leafy substance that looked and smelled like marijuana, not in a dispensary container. Mr. Waddy's vehicle also contained an almost empty bottle of Hennessy and several small plastic containers of what appeared to be crack rocks. The rocks showed a presumed positive test result for crack/cocaine. There was a large sum of money on Mr. Waddy's person, which was taken to the FHP station as evidence/seizure. I spoke with Ms. Canty and Ms. Y. Walesheck, who both advised me that they asked Mr. Waddy to let them out of the vehicle and were essentially being held against their will. Ms. Y. Walesheck stated that she just wanted a ride home and did not want to die in a crash and was begging Mr. Waddy to stop the vehicle and let her out. I was unable to interview Ms. M. Walesheck due to her being transported to another hospital. I arrived at Bayonet Point Hospital, where Mr. Waddy was in Trauma Bay 1. Mr. Waddy had a flushed face and bloodshot, glassy eyes. The odor of an alcoholic beverage emitted from his breath. I asked Mr. Waddy if he would be willing to provide a sample of his breath, but he did not respond. I read Mr. Waddy Implied Consent at 3:22 AM. Mr. Waddy refused to answer and was presumed a refusal to submit to a blood test. The ER nurses advised me that after Mr. Waddy returned from his scans and blood tests, his BAC was 0.083. I placed Mr. Waddy under arrest at 3:58 AM. I read Mr. Waddy his Miranda Rights, and he invoked them at 4:51 AM. Mr. Waddy will be transported to the Pasco County Detention Center by Trooper Connell. All events occurred in Hernando and Pasco Counties.
