[Director Kelby Brick's remarks: Welcome, everyone. I am Kelby Brick, Director of the Governor’s Office of the Deaf and Hard of Hearing. Today is an exciting event and an opportunity to bring attention to the public health risk of language deprivation. There are 1.2 million deaf and hard of hearing people in Maryland. This is a huge demographic that historically been neglected—until Governor Hogan came on the scene. Tremendous credit goes to Governor Hogan who has listened to the Deaf and hard of hearing community, believing that the best voices of this community are the people who are themselves Deaf and hard of hearing. This may seem to be a commonsense approach but has not been implemented until now. Previously, we had people who were not Deaf or hard of hearing making decisions affecting Deaf and hard of hearing people. Predictably, the results have never been very good. Under Governor Hogan’s leadership, that has changed and we have seen the difference. Maryland has been on the forefront of numerous issues affecting Deaf and hard of hearing issues. The Baltimore ravens now provides the best captioning in the National Football League. The Governor has signed into laws various bills, ranging from promoting biliteracy and bilingualism among our students, to the distribution of hearing aids to those in need. We also have been active in promoting economic empowerment of Deaf and hard of hearing business owners. We call the entire approach of empowering Deaf and hard of hearing people and ensuring that they have every opportunity to succeed in life the “Deaf Ecosystem.” We are very grateful for Governor Hogan's commitment to empowering the Deaf Ecosystem. We are also very grateful that our guest of honor, native Marylander and great advocate and friend to the Deaf community, Nyle DiMarco, who is here with us today.
