(27 Feb 2026) RESTRICTION SUMMARY: ASSOCIATED PRESS VIA AGENCY POOL (AFP) Paris, France - 27 February 2026 1. Officials at Elysée Palace 2. French Emmanuel Macron with Slovenia Prime Minister Robert Golob 3. SOUNDBITE (French) Emmanuel Macron, French President "The European Commission has made the unilateral decision to provisionally apply the agreement with Mercosur, even though the European Parliament has not voted on it. In doing so, it assumes a very heavy responsibility. As I speak to you now, several Mercosur countries have still not ratified this treaty. I am thinking of Brazil." ++BLACK FRAMES++ 4. SOUNDBITE (French) Emmanuel Macron, French President "It is a great responsibility towards the farmers who have expressed their concerns and for whom Europeans have not yet provided the necessary visibility. We are at the beginning of the negotiation on the future Common Agricultural Policy. We do not give them clarity on what depends on us, and we add uncertainty on matters about which they have already expressed concern. And then it is also another responsibility towards European citizens and their representatives who have not been duly respected." ++BLACK FRAMES++ 5. SOUNDBITE (French) Emmanuel Macron, French President "In essence, for France, it's a surprise and a bad surprise. And for the European Parliament, it's bad manners. In any case, as far as we are concerned, we will remain vigilant and ensure that what we have painstakingly negotiated over the past few months is respected. The enhanced monitoring of sensitive sectors, the agricultural safeguard we initiated, which is very important and must be applied and scrutinised. The adoption of mirror measures, particularly concerning identified pesticides, and the strengthening of health controls in third countries and at the (European) Union's borders." ++BLACK FRAMES++ 6. SOUNDBITE (French) Emmanuel Macron, French President "We will be uncompromising in enforcing these rules because our Europe has significantly tightened the regulations on our producers in recent years. Therefore, I will never support an agreement that is lenient towards what we import and strict towards what we produce at home. Because it is inconsistent for the European consumer and detrimental to European sovereignty." 10. Macron and Golob shaking hands and leaving STORYLINE: French President Emmanuel Macron on Friday slammed the European Commission for starting to “provisionally implement” a massive trade deal with the Mercosur bloc of nations in South America, despite not having approval from the European Parliament. During a news conference with Slovakia's prime minister in Paris, he said Friday's announcement by the Commission president had come as a "bad surprise" and was a sign of "bad manners" as it had been made without the EU parliament's backing. ''We will be vigilant and we will watch to ensure that what we negotiated with difficulty over months will be respected,'' the president said, adding France would be "uncompromising on the respect for these rules". The trans-Atlantic trade deal is expected to create one of the world’s largest free trade zones. It has been negotiated for a quarter century among countries that are now home to more than 700 million people, and already trade more than 110 billion euro ($129 billion) that accounts for a quarter of global gross domestic product. However, the deal has faced heavy criticism from Europe’s agriculture sector and environmentalists — especially in France — and will likely face tough resistance by elected representatives in the European Parliament.
