Connections Online 2023 Day 3, Session 1: Gaming the Vaccine: Red Teaming & Gaming in COVID-19 Response Rex Brynen In late 2020, the Public Health Agency of Canada (PHAC) and Canadian Armed Forces used a combination of red teaming and a large tabletop exercise as part of the planning process for COVID-19 vaccine rollout across the country. The output of the red team sessions and TTX were briefed to the head of PHAC, senior military officials, the Prime Minister and federal cabinet. This presentation will discuss the approaches adopted, why they were adopted, and subsequent evaluation of their effectiveness. Rex Brynen is professor of political science at McGill University, where he teaches about conflict simulation. He is senior editor of PAXsims (www.paxsims.org) and has worked as a serious game consultant to the READY Initiative, the World Health Organization, the Department of National Defence, Global Affairs Canada, NATO, CNN, and others. He is designer of AFTERSHOCK: A Humanitarian Crisis Game, and a co-designer of Outbreak READY!, We Are Coming, Nineveh, and the Matrix Game Construction Kit.
