[32:11] Dispatch Call #1 [36:04] Dispatch Call #2 Link to Lansing Police Department Case Report: https://imgur.com/a/VNQN7b4 Location: Lansing, Ingham County, Michigan, United States Date: June 14, 2019 (Friday) Lansing Police Department: Today (6/14/19) at 11:11 a.m. Lansing Police Department (LPD) Officers were dispatched to a residence in the 1100 block of Dakin to check on two subjects (male and female) for probation violations, escape from custody, and runaway warrants. Upon arrival officers observed the subjects and called out to them. Both observed the officers and took off running away. Within a short period both were caught and arrested. Officers arrested a 16 year old female and a 15 year old male. While walking the suspects back to the patrol car, the 16 year old female resisted arrest and was able to remove one of her handcuffs. The suspect actively attempted to escape custody and was forced to the ground in order to control her. Officers had to physically carry the arrested16 year old female to the nearby patrol car. At this point a LPD female officer assists the officers at the patrol car. The 16 year old actively resists entering the car and kicks at the officer. The female officer then uses strikes to the suspect in order to gain control. The 16 year old was secured in the patrol vehicle and transported to the Ingham County Youth Home. The 16 year old suspect did not require any medical treatment and was uninjured. As in all Response to Resistance incidents, it is LPD’s policy to conduct an internal review to ensure that the officers’ response to the resistance encountered was reasonable in light of the totality of the circumstances. It is the policy of the Lansing Police Department that officers will use only force that is “objectively reasonable” (Graham v. Conner 490 U.S. 386 1989). “Allegations or complaints against Department employees are taken seriously and thoroughly investigated. The Lansing Police Department holds its employees to the highest standards of professionalism and integrity.” stated Chief Mike Yankowski. The Lansing Police Department Internal Affairs division will be investigating this matter. If the allegations are found to be true, department penalties may range from a counseling statement to termination, per the Department’s policies and procedure.
