SOUNDBITE (English) John Leicester, AP Correspondent: "Well today is another crunch day for the French government led by, of course, President Emmanuel Macron. In theory his prime minister could lose her job today. She, in theory, could face a no-confidence motion in parliament that, in theory, she could lose. Now, the mathematics of it are that that's very unlikely. She will probably squeeze by with maybe 10 or so votes and she will be safe. But that is only really just for now." 4. Mid of protesters 5. SOUNDBITE (English) John Leicester, AP Correspondent: "The wider problem here is one about a reform that has been sort of railroaded through parliament by a president who feels that he has a legacy to create. Essentially, he positioned himself as the reformer of France, the man who would come in, get France working and this retirement reform, which is what everybody here is protesting about, is a major part of that. And unable to get it through parliament with the votes that he needed he's used a special constitutional power to basically railroad it through without a vote and that has brought people out on the streets." 7. Various of protesters 8. SOUNDBITE (English) John Leicester, AP Correspondent: "Well, France has a system of social security that rightly people are very proud of. I mean, the guarantees here make some other countries enviable. And people are naturally very protective of that. Now, here people hope by the time they reach age 62, they can retire on a full pension. That's not obviously the case for everybody. But the age of 62 contrasts with some other countries in Europe where maybe you'd have to work to 65, 67. And people don't want to give that up. And so in a way, you could understand why perhaps they'd, you know, try and sell the idea of, yeah, you've got to work a few more years to get the same thing. It was always going to be a tough sell. And it's an even tougher sell for a president who doesn't have the support that he needs to get it through parliament with the votes that he needs." 9. Various of Leicester 10. SOUNDBITE (English) John Leicester, AP Correspondent: "But the fact is, is that this damage has been created to his legitimacy by using this special constitutional power. Again, it's a power that he's able to use, it means that he can get things through parliament without having to call a vote. But it does cause damage. And that is going to make it harder for him to rule because one of the things that he's having to do now is to try and find coalitions of people who will support him. And he has to do that in parliament, try and find a coalitions of lawmakers who will get behind his laws and his reforms. And since he is not flavour of the month, and he's not likely to be flavour of the year for a long time now, finding those coalitions to keep doing what he wants is going to become only progressively harder." 11. People at protest, police in background STORYLINE: France’s government was facing a critical, maybe fatal, moment on Monday with no-confidence motions filed by lawmakers furious that President Emmanuel Macron ordered the use of special constitutional powers to force through an unpopular bill raising the retirement age from 62 to 64 without giving them a vote.
