After Atomic Skull’s deadly rampage in Metropolis, Superman quells the threat and urges the world to reject lawless violence. However, a sudden border crisis between Bialya and Pokolistan escalates when a bio-weapon devastates Bialya’s forces. The super-team known as the Elite—telepath Manchester Black, powerhouse Coldcast, bestial Menagerie, and mystic Hat—assist Superman, but their lethal methods alarm him. They publicly vow to execute villains. When Atomic Skull escapes, Superman coordinates with the Elite to stop him, only for Manchester to kill the Skull and later assassinate both nations’ leaders, declaring war on Superman’s ideals.
