Wide of opposition press conference STORYLINE: Rebel forces in Haiti have left a trail of destruction in Cap Haitien, where residents have taken to looting burnt-out buildings. The local airport terminal and police station have been abandoned, but for the Red Cross which is transporting wounded people to a blood bank. Opposition leader Andy Apaid is calling for urgent international help as rebel leaders continue to patrol the streets. Apaid warned that the situation in Haiti would deteriorate as long as Aristide was in power. United States officials say Haitian President Jean-Bertrand Aristide may have miscalculated when he chose not to aggressively pursue a peace deal with his opponents two weeks ago. Since then forces opposed to Aristide have steadily strengthened their position and now have less incentive to negotiate than they did earlier this month, officials said. US officials were awaiting word from opposition groups on a peace proposal set out on Saturday by the US and European, Latin American and Caribbean countries. Aristide accepted the proposal. But opposition leaders said no agreement was possible without the President''''''''s resignation. In Port-au-Prince, opposition leaders promised a final answer by Tuesday. The proposal presented on Saturday would build on a plan that was drawn up by the 15-nation Caribbean Community at the end of January. The US administration is showing growing concern over the situation in the troubled country. On Saturday, the State Department ordered the departure of nonessential embassy personnel and of family members.
