UK councils are increasingly using dashcam footage and AI-enabled CCTV to fine motorists for littering from vehicles. The measures aim to reduce roadside litter, which costs more than £1 billion a year to clean up. Buckinghamshire Council began accepting public video evidence in April 2025 as part of its anti-littering campaign, issuing £500 fixed penalty notices to vehicle owners. Under a 2018 law, owners can be fined unless they identify the driver responsible. Councils have been able to issue fines of up to £500 since 2023. Buckinghamshire covers more than 2,000 miles of roads. Since April 2024, it has issued 154 fines for littering from vehicles, totalling £77,000, with most cases still under recovery. AI software developed by British firm LitterCam has been trialled by several councils. A 12-week trial in Charnwood recorded a 37 per cent reduction in littering in monitored areas, though wider use has been limited by budget constraints.
