Cargo residues & cleaning agents → allowed only if not harmful to the marine environment and under certain distance conditions. Cooking oil, incinerator ash, fishing gear → strict restrictions. 4. Special Areas Stricter rules apply in Special Areas (e.g., Mediterranean Sea, Baltic Sea, Red Sea, Antarctic, etc.). In these zones, garbage discharge is largely prohibited, except for some limited food waste under strict conditions. 5. Shipboard Obligations Ships ≥100 GT or certified to carry ≥15 persons must have a Garbage Management Plan. Ships ≥400 GT or certified to carry ≥15 persons must maintain a Garbage Record Book. Placards (instructions for crew and passengers) must be displayed on ships ≥12m in length. 6. Enforcement Port State Control can inspect ships for compliance.
