On Saturday al-Maliki told reporters that the Iraqi army and police were capable of maintaining security in the country even after American troops leave, but acknowledged that Iraqi forces needed further weapons and training. Al-Maliki's comments came at a time when pressure in the U.S. Congress is growing for a withdrawal of its troops, and shortly after Iraqi Foreign Minister Hoshyar Zebari warned of civil war and the collapse of the government if the Americans leave. In the face of these pressures, the embattled prime minister has sought to show confidence, but identified insufficient weapons, troop numbers and training as a key stumbling block before Iraq assumes sole responsibility for its own security.
