[Cheonji Ilbo, Yeonggwang = Reporter Lee Mi-ae] Yeonggwang County in Jeollanam-do has launched a pioneering welfare experiment by introducing the nation’s first ‘energy commons-based basic income’ system which shares profits from natural resources—such as solar and offshore wind power with local residents. This initiative aims to realize resource democracy and a decentralized welfare model. On May 8 Yeonggwang enacted the Basic Income Ordinance laying the legal foundation to return profits from private energy generation projects to its residents. Through the ‘Sunlight and Wind Pension’ the county plans to distribute up to 3 million KRW annually per person. Currently, under a pilot program, some residents are receiving 500,000 KRW annually in the form of local currency or cash. Yeonggwang is pursuing an offshore wind power project with a total capacity of 11 gigawatts and an estimated value of approximately 80 trillion KRW, securing funding through donations from power generation companies and a resident-participation REC (Renewable Energy Certificate) system. The basic income model also includes a child allowance-style component designed with a focus on intergenerational equity. Due to legal constraints on independent implementation by local governments Yeonggwang is working in coordination with the central government to revise relevant laws and improve institutional frameworks. Governor Jang Se-il stated, “Basic income is not merely a policy of distributing cash it is a sustainable investment that enhances regional development and quality of life” adding “It is time for all residents to share in nature’s gifts together”
