As the state's designated Protection and Advocacy organization, Disability Rights Arkansas has a special access authority that allows us to monitor facilities to ensure that the services they provide are safe, appropriate, and free from abuse, neglect and exploitation. In a residential treatment setting, restraint and seclusion are meant to be used only as a last resort, and then, only to protect a child from injuring themselves or someone else. But that's not what we're seeing. In this video, we hear from DRA attorney Reagan Stanford and Barbara Bernard, a school nurse in the Deer/Mt. Judea School District who used to work in a residential treatment setting here in Arkansas. They discuss what's really happening in our state's psychiatric residential treatment centers (PRTFs), why it's a problem, what needs to change, and what DRA is doing to intervene.
