RAYOVAC is RAYOBAD? Made in Belgium Rayovac Batteries vs USA Rayovac Batteries - Major Difference!

I recently purchased a bulk 60-pack of Rayovac batteries after testing showed the USA Rayovac batteries to perform better than Energizer and Duracell. The bulk pack arrived and it was made in Belgium, not the USA. Forward a few weeks and I use the Belgium Rayovac batteries in some christmas decorations and they only lasted two days. After some testing I discovered they are the worst performing batteries of all I've tested. Amazing Rayovac has some batteries (USA) that are amazing performers, but the same model (High Energy) can be made elsewhere and have greatly reduced performance. Were you aware of the mfg differences on batteries that otherwise should be equal performers?
