Ship classification is defined as ‘the process of verifying ship standards against a set of requirements. The requirements are laid down in the rules established by the classification society. Classification implies that the ship is surveyed during construction on the basis of design approval, tested before taken into service and surveyed regularly during its whole operational life until scrapping.’ National authorities have responsibility for the total safety control of ships flying their national flag. Many national authorities have delegated this responsibility to classification societies authorizing them to work and certify on their behalf. Classification societies are independent bodies which set standards for the design, maintenance and repair of ships. Recent amendment to the requirements of the International Convention for the Safety of Life at Sea (SOLAS), see Section 11.2.2.1, have required ships to which that convention applies to be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognized by the flag administration or with applicable national standards of that administration which provide an equivalent level of safety. In general flag administrations recognize specific classification societies for this purpose rather than maintaining such national standards.
