What led John J. Sullivan, a seasoned U.S. lawyer and Deputy Secretary of State, to step into the role of U.S. Ambassador to Russia during one of the most turbulent periods in U.S.-Russia relations? His path from government lawyer to Acting Secretary of State and ultimately Ambassador reflects a career shaped by global crises, public diplomacy, and high-stakes national security challenges. In this first part of a three-part GNSI Video Series interview, Ambassador John J. Sullivan shares insights from his decades of public service, culminating in his service as Ambassador to Russia from 2020–2022. Drawing on his new book, Midnight in Moscow, he discusses key moments from his early career advising on national security legal issues during Desert Storm, to navigating unexpected crises like the Qatar diplomatic dispute and chemical weapons use in Syria. Sullivan also highlights the extreme counterintelligence environment he encountered in Moscow, where U.S. diplomats and even their family members were closely surveilled by the Russian Federal Security Service (FSB). He describes the "Moscow Rules"—both the official classified procedures and the informal guiding principles like "there are no coincidences"—that shaped daily life and operations for U.S. embassy personnel under constant Russian monitoring.
