The House Agricultural Committee recently approved a proposal for a new farm bill. Four leading scholars in agricultural economics will discuss and assess the bill’s implications in the context of current and proposed changes to farm subsidy and price support programs. The speakers will examine direct subsidy programs, the most expensive of which are called “shallow programs,” intentionally designed to protect producers of selected crops such as corn and soybeans from modest declines in prices and revenues. They will also examine the federal crop insurance program, US sugar policy, which types of farms will benefit from subsidy programs under the proposed house farm bill, and whether subsidies affect food security in the United States or lower prices for consumers in the supermarket.
