By Dr. Minling Pan - Industry Economist, NOAA Fisheries, Pacific Islands Fisheries Science Center Presented February 12th, 2025 Setting the optimal harvest target is an important task for sustainable use and management of renewable resources. In marine fisheries management, economists traditionally applied classical Gordon-Schaefer's model to determine maximum economic yield (MEY). However, the Gordon-Schaefer's model with fixed catchability and linear catch-per-unit-effort (CPUE) does not reflect the variable nature of catchability resulting from technological progress and schooling behavior, leading to a biased estimation of MEY and its associated optimal biomass (BMEY). This could be the reason that few implementations of MEY as the management target were found in real world fishery management. The objective of this study is to improve upon Gordon-Schaefer's bioeconomic model by incorporating nonlinear CPUE to reflect the dynamic of individual fisheries into the model, which allows to define optimal harvest target (MEY) economically and biologically.
