Worse, in the course of trying to dismiss the issue as inconsequential, Dubois' communication with County Attorney Travis Ahner trapped him in an admission to seeing the fraud committed by his deputy as a common criminal scheme that was acceptable throughout Flathead County government, emphasizing the importance of oversight beyond the department where any government official works.
