Taliban killed four alleged kidnappers and hanged them from a crane in Herat city of Afghanistan . Taliban said that the kidnappers were killed in a shootout . Locals said that people who were hanged had kidnapped a businessman and his son . Maulwai Shair , Deputy Governor of Herat said that bodies were hanged to prevent further abductions . A video showed a man's body hanging from a crane with a sign on his chest that read ' kidnapers will be punished like this . Taliban had promised a milder rule after it took over the country on August 15.
