(24 Aug 1998) Russian/Nat Russian President Boris Yeltsin spoke to his nation on Monday, a day after he sacked his entire government. Speaking on television, Yeltsin said he had sacked Prime Minister Kiriyenko for the stability of the country. He said that his reinstatement of Viktor Chernomyrdin ensures a continuity of power past the year 2000 - effectively naming Chernomyrdin as heir apparent for the 2000 presidential election. SOUNDBITE: (Russian) "Respected Russians. Yesterday I took a difficult decision. I offered Viktor Chernomyrdin the leadership of the Russian government. 24Five months ago, no one expected that the world financial crisis would so painfully hit Russia or that the economic situation in our country would become quite so complicated. In these conditions, the main thing is to prevent a slide backwards and guarantee stability. Today we need those known as the 'heavyweights'; I believe that the experience of Chernomyrdin is essential. There's another reason behind this move: to guarantee the transfer of power in the year 2000. The chief characteristics of Viktor Chernomyrdin are probity, honesty and experience. I believe that these are the qualities that will be decisive in the presidential elections. Neither power nor retirement have spoiled him. I am grateful to Sergei Kiriyenko that he manfully tried to correct the situation. Today I have asked the Duma to debate the candidacy of Chernomyrdin. I ask the deputies, regional leaders and all the citizens of Russia to understand me and support my decision. We have no time for long discussions in today's circumstances.
