CINCINNATI (WKRC) - Hamilton County Sheriff Jim Neil said he and his staff turned the Justice Center from the worst jail in the state of Ohio to one of the best. They planned to do even more by helping inmates addicted to heroin receive treatment. Sheriff Neil said an inspection in 2012 found the jail failed 48 of 69 standards. He said the Justice Center was deemed the worst jail in the state. Sheriff Neil and Major Charmaine McGuffey said the staff had worked tirelessly over the past three years and the jail was now one hundred percent in compliance. They said they've stopped the revolving door policy. Anyone who was arrested will be held until they appear in court, receive a bond and a next court date. The were also pushing for a heroin treatment facility within the jail. They'll present their plan to the county commissioners in August 2016, in an effort to get funding.
