News of "human trafficking" were a common occurrence in the 1980s and 1990s. Among kidnapped men were sold to fishing boats and salt farms, while the women were sold to brothels. The pimps confined and monitored the women to prevent their escape, forcing them into prostitution On September 19, 2000, a massive fire broke out in Gunsan's so-called "Shipari Alley" (Shipari brothels District). Five women were trapped and burned to death, unable to escape. At the time, Korea was rocked by the keywords human trafficking, prostitution, and confinement. However, Shipari Alley continued its business without a hitch. However, on January 29, 2002, another incident occurred: a fire at a brothels in Gaebong-dong, near Shipari Alley, killing 14 women and one guard in their cages again This sparked a struggle for women's rights by women's rights groups, which were still relatively small at the time.
