Probably because of president Nazarbayev. Nursultan Nazarbayev was at the time the First secretary of communist party in Kazakhstan, so he made all the shots. I don't think he actually wanted Soviet Union to collapse, or to withdraw from it, as did many other countries. They just were left with no choice after Russia, Ukraine and Belarus withdrawal from Soviet Union. Russia was obviously the core of politic and economy, science, etc of Soviet Union, Ukraine was also very wealthy at that time and was 2nd economy among USSR republics. So, without those two countries and especially without Russia Soviet Union made no sense at all. Note that Kazakhstan was never part of Belavezha Accords, so practically Kazakhstan and all Central Asian countries were backstabbed by Russia, Ukraine and Belarus leaders. Nazarbayev probably didn't want Soviet Union dissolution, and rightfully so. It was a blatantly stupid idea to make dissolute a union in practically one day with no thoughts of consequences. The 90s were a tough period of time in all Post Soviet countries, many people lost there jobs, factories were bankrupt, oligarchs made there way to power and money, in many countries military was in a terrible state. If someone wanted truly to become independent of Soviet union, it never should've gone the way it did. The road to independence should've been much slower, with dissociation of some economic ties, creating political environment, thinking about a transition from planned to the market economy. Nazarbayev probably understood that, because he probably is not a stupid man and he definitely had no personal gain from the collapse of USSR. Russia, Ukraine and Belarus leader may have gained something from it, because it was practically there doing, but other leaders probably did't get anything from it personally. So, he didn't want it, understood the consequences, that's why Kazakhstan withdrew from Soviet Union right after Russia officially ratified Belavezha Accords on December 12(or 14 I don't remember). Than the symbolic date(as was explained in Medet's answer) 16 December was used to declare independence. #documentary #history
