Yala swamp investor ordered to dialogue with locals. An investor who has been growing sugarcane in the Yala swamp in Siaya will have to engage the locals within the next ten days to sort out a longstanding dispute over the wetland, area governor, James Orengo has said. According to Orengo, failure by Lake Agro limited to sit down with the locals will force his government to stop the investor from harvesting and hauling sugarcane from the area to its factory in the neighbouring county. The governor was speaking at Musunguru grounds in Alego / Usonga constituency during a meeting with the Yala swamp wetland community who has been calling for intervention to save them from eviction from the parcels they have been cultivating. Orengo at the same time accused the national government of granting the investor a 66-year lease of the wetland without consulting the local community. He said the law was clear that the consent of the community must be sought before granting a lease of land registered as community land. The governor questioned how the investor got a 66-year lease while the law states that lease period for investment in agriculture should not exceed 25 years. The Siaya county boss said the investor’s presence in Siaya has not been beneficial to the local residents, adding that the company has not provided any employment opportunity to the locals. “For the two years that the company has been operating at the Yala swamp, they have not done anything tangible on the wetland” he lamented adding that as leaders, they will not keep quiet and watch the county’s wealth being taken away to benefit other parts of the country. A fortnight ago, Yala swamp community members accused both the county and national government of keeping quiet as the investor pushed them out of parcels set aside for the community to cultivate. The residents said the investor was pushing them deep into un reclaimed parts of the wetland, 40 kilometres from their homes. They accused both levels of government of doing little to push for the registration of the wetland into community land.
