(24 Feb 1999) English/Nat U-N Secretary-General Kofi Annan has urged the world's nations to take an active part in international U-N peace keeping operations. His comments are thought to be a criticism of the U-S, which is sometimes reluctant to play a part in U-N missions U-N chief Kofi Annan gave a speech to students at Georgetown University on Tuesday, He talked about the future of U-N peacekeeping and highlighted some of its recent successes and failures. Annan's address touched on the Kosovo crisis and the meagre progress made in the Rambouillet peace talks. But he defended the role of the Organisation for Security and Cooperation in Europe and NATO who he said were at least containing the violence in the region. He added there were strong reasons for the international community to get involved in conflicts when they start. SOUNDBITE: (English) \"There are people who would argue that we didn't get involved early enough. We could have also waited until it has played out before one began putting on the pressure and did what has been done now ... but we did not sit back, we went in with the Contact Group, with the O-S-C-E, with the verifiers on the ground, and began to engage the parties and to tell them if you agree, if you accept this agreement we'll be able to go beyond that. We will put in a force, we'll work it and bring in all the collective pressure on others to bare. Sometimes, ideally speaking if you get engaged early enough you can either nip a problem in the bud, or at least contain it. When you stay back and intervene when the situation is hopeless, when the killing has been done and when really the crisis is at its peak the possibility that you will have a maximum impact is really diminished.\" SUPER CAPTION: Kofi Annan, United Nations Secretary General Annan was asked about the continuing conflict in the former Soviet republic of Georgia. He replied that the conflict between the two warring parties in that country resembled the conflict in the former Yugoslav state of Kosovo. He warned that the presence of peacekeepers would be futile unless there was consensus on building peace. SOUNDBITE: (English) \"We are facing this issue in Kosovo - once you can force and get an agreement and put in a force to support an objective of an agreement is a ... much more effective. To put in a force in a situation where you cannot get the two parts to agree or to accept a peace settlement ... what happens when that force leaves? How long does the force stay? How effective? Can you impose peace? This is why we need to get the parties to work with us and come to some agreement ... and we will keep at it.\" SUPER CAPTION: Kofi Annan, United Nations Secretary General Annan also received an award for international diplomacy at the event at Georgetown University. Meanwhile, there are signs from Belgrade that a compromise might be coming. State T-V there is reporting that Yugoslavia is ready to consider an international presence of some sort in Kosovo. For now, NATO's threats to bomb Serb targets are on hold and more talks are scheduled for next month.
