Rochester, N.Y. (WHAM) — The Rochester Police Department is responding to public outrage over a chaotic encounter with civilians that was caught on camera. Captain Greg Bello said a standard review is underway over questions of excessive use of force during the incident Friday on Locust Street, where officers responded to a 911 call for a crash involving a mini bike and a car. BACKGROUND: Video of chaotic arrest in Rochester prompts outrage over use of force Bello said the cellphone video circulating on social media only shows one portion of the incident, and officers were verbally assaulted by countless people. "Our officers got there and immediately encountered a hostile crowd," said Rochester Police Captain Greg Bello. "You had dozens of people on Locust Street being verbally aggressive to the officers, yelling at the officers because they did not want us to take the mini bike." Bello said since the unregistered bike was illegally operated and involved in the crash, it's the department's responsibility to impound it. "We asked (the officer) 'Can he get the bike?' And he said 'Back the f*** up,'" said Lenice Skyes, whose daughters were involved in the incident. "Then he came out here, and it just got loud and everybody just started going off." Bello said the department is waiting to release the body-worn camera footage while its review of the incident and response is ongoing.
