Industrial chemicals being manufactured or imported in the United States are required to be on the Toxic Substances Control Act (TSCA) Chemical Inventory or otherwise exempt. Preparing, submitting, and receiving a risk management outcome on a new chemical through a Premanufacture Notice (PMN) is a lengthy process which can easily take over 12 months and sometimes involves expensive testing or monitoring, all of which delays market entry. However, TSCA does have several exemptions to filing a PMN, including the Research and Development Exemption, the Test Market Exemption, the Low Release and Low Exposure Exemption, and the Low Volume Exemption. These exemptions may be able to save companies valuable time and resources by allowing a new chemical to enter the market faster under certain restrictions. Dr. Alex Stanton, chemical analyst at Wiley and former EPA New Chemicals Division Team Leader, will walk through these exemptions and highlight the advantages and applications of each.
