DELHI POLICE CRIME BRANCH 03.03.2025 PRESS RELEASE MASSIVE COUNTERFEIT LIQUOR PACKAGING RACKET BUSTED BY NR-II, CRIME BRANCH  Accused Arrested with Fake/Duplicated Stickers and Liquor Bottle Lids and Printing Machinery.  Accused previously involved in a similar case in Uttar Pradesh. INTRODUCTION: A team from NR-II, Crime Branch Rohini Sector-18, Delhi, has successfully dismantled a large-scale operation involved in producing counterfeit liquor bottle caps, labels, QR codes, and printing equipment. The operation, led by Insp. Neeraj Kumar Sharma, resulted in the seizure of a significant quantity of counterfeit liquor packaging materials and the arrest of Dharmender, S/o Raju Singh, a resident of Hardoi, Uttar Pradesh. INFORMATION, TEAM & OPERATION: On February 25, 2025, based on a tip-off from SI Pritam chand and ASI Shiv Kumar, a team led by Insp. Neeraj Kumar Sharma. The team included SI Pritam Chand, SI Balraj, ASI Shiv Kumar, HC Naveen, HC Amit, HC Vikas, and Ct. Krishan, under the close supervision of Sh. Narender Singh ACP/NR-II, was constituted by undersigned to nab the criminal. The operation was carried out at Bharat Vihar, Gali No. 29, Near Kali Kothi, Begampur, Delhi, where the police uncovered a significant stockpile of counterfeit liquor caps, labels, and printing equipment. The accused, Dharmender, was arrested at the scene. All seized materials were taken into police custody as evidence, and a case under FIR No. 52/2025, dated 27.02.2025, U/s 20 (b) (ii) (c)/ 25/29 NDPS Act, PS Crime Branch, has been registered. The team confiscated a total of 97,330 counterfeit liquor bottle caps, 30,860 fake liquor stickers, hundreds of QR code rolls, and illegal printing machines. Counterfeit Liquor Bottle Caps: Whiskin Craft: 24,000 O’ Darling Whisky: 18,000 Russian Night: 20,000 SDPL, H.P. EXCISE: 13,000 BSB, Punjab Excise: 1,900 All Seasons: 1,430 Unprinted Raw Material: 7,000 2. Fake Liquor Brand Stickers: Black & White Whisky: 660 stickers Rockford Reserve Whisky: 14,000 stickers Teacher’s Highland Cream Scotch Whisky: 16,800 stickers 3. QR/Bar Codes: 6 rolls of QR code stickers 56 sheets of QR code paper (each sheet containing 225 QR codes) 4. Illicit Liquor (Meant for Sale in Haryana Only): 03 cartons (150 quarter bottles) containing "RACE-7" country liquor for sale in Haryana. 5. Illegal Printing Machinery & Equipment: 1 printing machine (used to engrave SDPL HP EXCISE logos) 4 steel dies (engraved with Blenders Pride and Black & White logos) PROFILE & INTERROGATION: Dharmender completed his education up to the 4th grade in his village. Initially, he worked as a laborer in his village before moving to Delhi in 2008 with a friend in search of better employment opportunities. In Delhi, Dharmender worked as a laborer fitting lipstick packets in Sultanpuri. In 2019, while working in Sadar Bazar, he met Bunty, from whom he started purchasing printing materials. During this time, he also encountered a man known as "Sardar Ji" from Tilak Nagar, who was involved in the counterfeit liquor packaging business. Recognizing the potential for high profits, Dharmender joined Sardar Ji, who trained him in the process of printing liquor bottle caps. After acquiring the necessary skills, Dharmender obtained electronic printing machines from Sardar Ji and started his own operation after the lockdown. Sardar Ji was later arrested in Haryana and died in jail due to illness. Following his death, Bunty introduced Dharmender to a man named "Pahlwan" from Haryana, who provided large-scale printing work for counterfeit liquor bottle caps. Dharmender earned ₹250 for every 1,000 lids he printed, with the printing materials supplied by both Sardar Ji and Pahlwan. In addition, Bunty provided Dharmender with wrappers of various liquor brands, dies for printing on bottle caps, and counterfeit QR codes from different state excise departments. These fake QR codes were intended to be pasted on empty bottles, enabling the sale of cheap liquor under the guise of high-end liquor brands. Pahlwan was also supplying counterfeit materials to other individuals engaged in similar illicit activities. Further interrogation and investigation are underway. The accused also has a prior involvement in a similar offense in Hardoi, Uttar Pradesh. This crackdown is a significant achievement in Delhi Police’s ongoing efforts against organized crime and counterfeit liquor manufacturing.
