GW/Instek GPC-3020 repair: intermittent output-disable

This power supply recently started randomly going into output-disable mode, where the voltage drops to zero and the CC indicator lights up (similar to the normal behaviour when changing between independant/series/parallel mode) The circuit controlling this is quite different from the one shown in the widely-available Tektronix PS280/PS283 schematics.
