Forging preparedness and resilience: IOM Rapid Response Team Simulation Exercise in Ciolpani Romania

KJ0K2KF9KPAO5UMT Designed to replicate the first chaotic hours of an emergency, the simulation brought together staff from IOM and partner organizations including the European Commission’s DG ECHO, NASA Lifelines, Romania DSU, Swedish Civil Contingencies Agency, and UNHCR. Participants faced shifting scenarios that forced them to make rapid decisions, coordinate across teams, and manage the complex human realities that define disaster response. “What began as a simulation felt closer to reality,” one participant said as the exercise closed. “It’s a reminder that preparedness isn’t just about plans- it’s about people who know how to act when every second counts.” Over 150 volunteers from DSU, IOM Romania, local NGOs, students, and firefighter academy enhanced the realism and collaboration, strengthening preparedness for future emergencies. The support from UNHCR, OCHA, MSB, and Romania DSU was integral to the Exercise Control, helping to coordinate activities and maintain scenario integrity. The second IOM Rapid Response Team Simulation Exercise (RRT SIMEX) was generously hosted by the Romanian Department of Emergency Situations (DSU) in collaboration with IOM Romania and was held at the National Training Centre for Emergency Management in Ciolpani on 15–19 September 2025.
