I believe there are more than 21 in the EDZ, but this is what I could gather for the time being, I'm sure someone in the comments will drop some knowledge. I'm sure there are some things that I missed, but this is mainly to get people through week 1 of seasonal challenges. Note: As of August 25, the Ascendant Ballast 1 challenge may be bugged for you.
