First, you have to be a Beast Mastery Hunter. Next, make sure you have the ability to tame them by getting rep up with the order of the Cloud Serpents (exalted) Here's a WOWhead Guide for that. https://www.wowhead.com/guide/reputat... Then buy the book to tame them, and make sure you have the space (stable any pets needed to give yourself room). Head over to the Terrace of the Endless Spring in Pandaria and he's the second boss. Be sure you are high enough level. (check the map to see what level that area is.) I was 60 on Sylvanrain when I tamed him, but I think you can do it at a lower level.
