The Taiwan High Court gave longer sentences to several defendants who played a role in the death of Army conscript Hung Chung-chiu in 2013. But it overturned the conviction of Army brigade commander Shen Wei-chih. The High Court’s ruling today was the second ruling in the case. Among the changes was that brigade commander Shen Wei-chih was found not guilty after having been sentenced to six months in the original verdict.Hu Shih-hoHung Chung-chiu’s UncleShen Wei-chih signed approval for Hung Chung-chiu to be detained, and I believe that he saw the text message from Chung-chiu pleading for help. I was shocked to see him found not guilty.Chou Ying-wenHigh Administrative CourtShen Wei-chih could not have anticipated or foreseen that prosecutors would indict him for (offenses against personal liberty). He did not have any illegal communication with any accomplices. He should share some responsibility, but this constitutes administrative neglect.The longest sentences went to the deputy head of the brigade, Ho Chiang-chung, and company commander Hsu Shin-cheng, whose sentences were increased from six and eight months to three years each. When you have public authority and exercise it, you must be vigilant and have a measure of fear.In July 2013, shortly before Hung Chung Chiu was to be discharged, he was placed in solitary confinement for having brought a cell phone with a camera on base. After days of intensive exercise, Hung died. The resulting response led to a protest that included 250,000 people.
