To unlock this stash have to finish chapter 14 corneo's mission so you can go through that door. And then you also have to started a side quests called "Don Corneo's Secret Stash" where you have to called 3 different stash in 3 different location from Corneo. This video only is to help walkthrough the sewers to show exactly where it is. I made another video showing this but in the middle of the main scenario in chapter 14. You also can take the stash in the middle of the main scenario if you have the side quests before you entered to this storyline. I didn't show where you lower the water because at that point I was I already lowered the water during the main scenario you see it right there before you take the stairs to continue the storyline.
