This is how I have been making my DIY CO2 bottles over the years. Ideally I would like to buy a CO2 system..but at the moment I can't afford it it (a lot of my money is going into taking care of my baby bettas). This is a good option if you are on a tight budget like me. This setup should work for a small tank..somewhere between 10 and 20 gallons. Do you NEED CO2? Not really. A planted tank can do just fine without it. It does speed up plant growth and help prevent algae outbreaks.
