Chester, PA is one of the most run down, dangerous, and poorest cities in Pennsylvania. After the industrial decline in the 1950's, jobs were lost, businesses closed, and people had to move away from Chester. What remains are a lot of low income housing, abandoned buildings, and an overall creepy vibe throughout. Downtown is like a ghost town of sorts, abandoned in many areas, and graffiti all over the place. Crime is much higher than the national average, and the poverty level is at a very high rate of over 34% ! On the positive side of things real estate prices and cost of living is low compared to its surroundings.
