Executive Session pursuant to MRSA Title 1, section 405 (6) (c) to discuss an Economic Development issue of which the premature disclosure of the information would prejudice the competitive bargaining position of the City. 7:00 p.m. Regular Meeting Pledge of Allegiance to the Flag ALL ROLL CALL VOTES FOR THIS MEETING WILL BEGIN WITH THE COUNCILOR OF WARD 4. Acceptance of the minutes of the February 3, 2026, meeting. Public Comment period – Any member of the public may make comments regarding issues pertaining to Lewiston City Government (3 minutes per speaker; maximum time for all comments is 18 minutes) City Administrator’s Report CONSENT AGENDA: All items with an asterisk (*) are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or a citizen requests. In that event, the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. *1. Order, Authorizing the transfer of funds from the 2025 Lewiston Capital Improvement Plan (LCIP) Redundant Water Transmission Main bond account to the 2025 LCIP Pump Station Repairs bond account for the Main Street Pump Station Upgrade project. *2. Order, Authorizing the transfer of $38,000 from the 2025 Lewiston Capital Improvement Plan (LCIP) Nancy/Charles water line replacement bond account to the 2025 LCIP Granite/Lowell water line replacement bond account. *3. Amendment to the Traffic Schedule to add stop signs on Rideout Avenue where it intersects with Fisher Avenue creating a 4 way stop. *4. Authorization for the City Clerk and/or Deputy City Clerk to approve and sign all licenses for mobile home parks, on behalf of the Municipal Officers. *5. Order, Authorizing the Public Works Department to Prohibit Vehicles with a Gross Weight Greater than 23,000 Pounds from Certain Roads for the Period from February 18 to May 1, 2026. REGULAR BUSINESS: 6. Public Hearing on an application for a new liquor license for Fran’s Restaurant, 1485 Lisbon Street. 7. Public Hearing and First & Final Passage regarding an Emergency Ordinance pertaining to Federal Immigration Enforcement. 8. Public Hearing and First Passage for a Moratorium Ordinance regarding Rent Increases for Lots in Mobile Home Parks. 9. Public Hearing and First Passage regarding an amendment to the Administrative Code to establish a Public Safety Committee. 2 10. Receipt of recommendations from the Finance Committee and the Planning Board on the FY27 Lewiston Capital Improvement Plan. 11. Resolve, Adopting the Fiscal Year 2027 Lewiston Capital Improvement Plan. 12. Resolution Authorizing and Directing An Assessment of Shooting-Related Needs and Financial Burdens of Individuals Affected by the October 25, 2023 Mass Shooting. 13. Order, Approving the Option Agreement of Bates Mill #5 for up to five years. 14. Order, Authorizing the City Administrator to execute an updated Collective Bargaining Agreement between the City of Lewiston and the International Association of Firefighters (IAFF Local 785) on behalf of the Lewiston Firefighters Unit. 15. Appointing Runyon Kersteen Ouellette (RKO) as the City’s Independent Auditor. 16. Appointment to the Public Health Committee. 17. Public Comment period (if needed) 18. Reports and Updates. 19.
