On Gened 2 Hydroelectric Power Project in Kabugao, Apayao

Today (December 18, 2021), the National Commission on Indigenous peoples (NCIP) conducted a consensus building in Barangay Luttuacan, Kabugao, Apayao regarding the construction of the 335 MW Gened 2 Hydroelectric Power Project (HEPP). This is despite the appeal of the Isnag indigenous people of Kabugao to postpone any activities related to the dam project to give the people respite. Earlier this month, tension was escalating between and among the Isnag villages because of the dam projects of Pan Pacific Renewable Power Philippines Corporation (PPRPPC). In the consensus building today, only around 200 "authorized elders" or the handpicked elders were allowed entry in the venue. The elders and leaders from the most affected villages were barred entry. Several hundreds of them were left out of the process. As a result, the "Yes to Negotiotiation" won.
