South Asia is now the largest consumer market for opiates worldwide, home to almost a third of the world’s opiate users. The Eastern Indian Ocean region specifically, encompassing Bangladesh, Maldives, India, and Sri Lanka, has witnessed an unprecedented rise in opiate users in the last two decades. Much of this is due to geography, due to its location between the world’s two largest illicit drug-producing areas; the Golden Crescent in Southwest Asia and the Golden Triangle in Southeast Asia. Criminal networks in this region also benefit, exploiting the proximity to drug-producing regions, and the vast shorelines of these countries, with numerous accessible locations for the trafficking of illicit commodities. The United Nations Office on Drugs and Crime (UNODC), through its Global Maritime Crime Programme (GMCP), in partnership with the Afghan Opiate Trade Project (AOTP), Global Programme on Criminal Network Disruption (GPCD), conducted an assessment that aimed to investigate the organised criminal networks (OCNs) engaged in illicit drug trafficking in the Eastern Indian Ocean Region.
